Under New York’s CDPAP program, most family members can serve as paid Personal Assistants as long as they meet the program’s eligibility requirements. This is one of the most significant advantages of CDPAP over traditional home care through an LHCSA, where sons, daughters, and other relatives are generally not eligible to serve as the paid caregiver for their parent.
Eligible Family Members
Adult children (21 and over), siblings, grandchildren, cousins, aunts, uncles, nieces, nephews, and close friends are all eligible to serve as paid CDPAP Personal Assistants in New York.
Ineligible Individuals
The consumer’s spouse cannot be the paid PA. The consumer’s designated representative cannot also be the paid PA. The parent of a consumer under age 21 is also excluded from serving as the paid caregiver.
Steps to become a paid CDPAP caregiver in New York.
Confirm Your Loved One Is Enrolled in CDPAP
The person receiving care must be enrolled in New York Medicaid and approved for CDPAP services through their MLTC plan or local Department of Social Services before a PA can be registered. If they are not yet enrolled, they must complete the NYIAP assessment and register with PPL first.
Register with PPL as a Personal Assistant
Contact Public Partnerships LLC (PPL) at 1-833-247-5346 or visit pplfirst.com to begin your PA registration. PPL is the Statewide Fiscal Intermediary for all New York CDPAP services. You can complete registration online through the PPL@Home portal, attend a virtual registration session, or visit a PPL office. You will need your consumer’s information as part of the registration.
Submit Required Documentation
PA documentation required by PPL includes: completed W-4 (federal tax withholding), completed I-9 (employment eligibility verification), valid government-issued photo ID, Social Security card or verification, pre-employment physical results, and proof of immunization for Rubella and Rubeola. PPL reviews your documentation and confirms eligibility before payroll can begin.
Complete Required Training
All CDPAP Personal Assistants in New York must complete required training through the Nevvon portal. PAs who began working with PPL in 2026 must complete training within 90 days of their PPL start date. Training covers safe care practices, consumer rights, and emergency procedures. Access the Nevvon portal through your PPL account.
Track Hours and Submit Timesheets
PPL uses the Time4Care app for timesheet submission. PAs log their hours in the app after each shift and the consumer or their representative approves the time. PPL processes payroll on a set schedule and deposits pay directly to your account. Paper timesheets are available by exception for PAs who cannot use the app.
What CDPAP Personal Assistants earn in New York in 2026.
CDPAP PA pay rates reflect New York’s home care minimum wage requirements. As of January 2026, all PAs received a $0.55 per hour wage increase. Current rates and benefits include:
- $23.81 per hour in New York City, Nassau County, Suffolk County, and Westchester County
- $18.65 per hour in the rest of New York State
- Overtime at 1.5 times the regular rate for hours over 40 per week
- Paid time off of 1 hour for every 30 hours worked, up to 56 hours per year
- Holiday pay for eligible holidays
- Health benefits plan for full-time workers
